The purpose of the Residential Building Technical Advisory Group (ResTAG) is to help scan, screen, and score the most promising energy efficient technologies and strategies (called emerging technologies, or ETs), which are then further assessed by the Bonneville Power Administration (BPA). The TAG process provides significant value to BPA and guides the organization in finding the most promising technologies that may eventually become an incentivized measure BPA customers – publicly-owned utilities throughout the Pacific Northwest region.

The Residential TAG will look at technologies and strategies for electrical energy efficiency in single-family homes, manufactured housing, and some multifamily homes.


  • Single-family is defined as having one to four units in a single structure
  • Multifamily (residential) is defined as five units or more in a building up to three stories 
  • Manufactured housing is factory-built (manufactured and modular) housing

All technologies and strategies relevant to residential housing may be explored. We will exclude any technologies already in BPA utility programs and most technologies already in assessment by BPA. The list will be pared down to the highest-ranked ETs through a rating process using E3T BPA criteria.
Members of the ResTAG participate voluntarily. The 20 or so members are experts in various aspects of residential energy efficiency, such as building envelope, integrated design, lighting, HVAC, plug load, and economic analysis of building energy efficiency.

Meetings are held via online webinars, and include two presentations of top-rated technologies and strategies. These presentations offer educational opportunities to TAG members, as well as the public who are interested or involved in energy efficiency in residential buildings (see the calendar tab or visit the Webinars page for more information).

The ResTAG runs from April through June 2014, with recommendations made to BPA at that time. Information and lists of technologies and strategies are updated throughout the process and may be viewed on other tabs of this portal.

  • Announcements: Links to videos and other important information.
  • Documents: All documents that TAG members need to help them participate. This includes lists of ETs that are rated and scored.
  • Calendar: All meetings that TAG members are expected to attend as well as important due dates are listed. Includes any links for meetings that members can use to register.
  • Participants: Logos, if available, of our the TAG members' organizations.

Final ResTAG meeting - Friday, June 20, 2014

There was an hour and a half of lively conversation about firmware upgrades for DHP, Passive House, 3-Function heat pump, high-efficiency set-top boxes, and reducing appliance standby loads. Initial Residential TAG Meeting - Thursday, April 10, 2014
What a great start for the Residential Technical Advisory Group (TAG). We had 27 experts and staff participating on the webinar out of the 32 registered. Great suggestions, insights and, of course, new technologies added to our list from this group of experts.
